Number of free plan projects limit per account
Based on the official Sanity pricing documentation, I couldn't find any explicit statement about a limit on the number of free plan projects you can create per account.
The documentation states that "All Sanity projects are on a plan (by default a free plan)" and describes what each free project includes (20 users, 2 datasets, 2 permission roles, etc.), but it doesn't mention a restriction on how many free projects you can have.
Your experience of successfully creating a 3rd project aligns with this - there doesn't appear to be a documented limit. You might have been thinking of the 2 datasets limit per project on the free plan, which is a different restriction.
That said, each free project does have resource quotas (API requests, bandwidth, documents, etc.), and free projects can be temporarily disabled if they exceed those quotas since overages aren't allowed on the free plan.
If you need definitive confirmation about project limits, I'd recommend reaching out to Sanity support directly, as they can provide the most authoritative answer about any account-level restrictions that might not be publicly documented.
